My thoughts about the Question about ISSACHAR is that ISSACHAR was Adopted into the Families of Yacob because of the CUSH Tribes that were related to HAM/Later became incarnated ABRAHAM. The Midianites were related to ABRAHAM. The Midianite Tribe was under the leadership of JETHRO.
Moses later married a Midianite named Zipporah and had 2 sons according to the TORAH, Scriptures. Later His Midianite Wife Became a part of the Hebrew Families of MOSES, MIRIAM, and AARON.
THE ISSACHARITES were of Mostly of the HAM/CUSH Tribal Back-Rounds

Each Tribe was given specific duties to Protect, Serve, and Uphold the Law and Order of the Tribal Beliefs and Politics of the Hebrew Semitic Nations.
